Author: The eminent halachic authority and communal leader, Rabbi Asher Ze’ev Werner (רבי אשר זאב ורנר זצ"ל, 1894–1957). He served as the highly revered Orthodox Chief Rabbi and Head of the Rabbinical Court (Av Beit Din) of the Holy City of Tiberias from 1934 until his passing.


Content: Written entirely in his fast, characteristic rabbinic cursive script on his official bilingual letterhead ("O. W. WERNER – Rabbi of TIBERIAS, ISRAEL / אשר זאב ורנר – אב"ד ור"מ בעה"ק טבריא ת"ו"). The document is a raw, fascinating community financial ledger detailing local distributions or donations.
