  • Author: The eminent halachic scholar Rabbi Yehuda Eidel Chaim Bengis (הגאון רבי יהודה איידל חיים בענגיס). He served as a highly respected and central member of the official rabbinate in the major maritime Jewish center of Libau (ליבאו / Liepāja, Latvia) during the critical interwar period of the early 20th century.
  • Content: Written in dark purple ink on a neatly lined notepad sheet, the text flows in rapid rabbinic cursive script, signed at the conclusion by the author.
